Numbers and alphanumeric graved under 149 clip

My pre-loved, early 1990s 149 (18k, 2-tone nib and first-generation plastic feed) needed a good clean.

 

Disassembled the cap, and saw that there are numbers and an alphanumeric engraved under the clip - as pictured.

 

The clip has W Germany and a serial number where they normally appear on clips - and the engraving under the clip does not correspond to the serial number.

 

Has anyone come across this before?

Hmmm... interesting I have seen nothing like this before either, however this looks as if it was done by hand not by machine, and more than likely by two people as the handwriting and it appears the tool that was used was different, wonder what the original purpose was.  So perhaps more likely done after it came out of the factory? Perhaps it was done by the store that sold it.

Just my two cents.

Pure speculation:  the upper writing is European. Maybe German.  Crossbar on the 7. ( why not on the z). Long tail on the 9.  
Second line, English style letters and numbers.

One-time pad encrypted message on a pen passed back and forth with the key to the precious resin formula.
