I am very fond of Diamine Asa Blue. Nicely saturated but will clean up fairly easy.

I really like the Private Reserve American Blue. Its been a solid work-a-day blue for me.

I've hated blue ink forever, but Diamine Asa Blue and a Waterman 52 with a stub nib are a match made in heaven. I like the way the ink varies in intensity but maintains saturation. It looks so pretty on the page I could write utter gibberish (and frequently do) and love looking at it.
