My gut reaction was that it *might* be a Pilot Saturn, but doesn't look like mine except for having a similarly shaped clip.  
I don't know a lot about the model except that mine was apparently made in Korea for the Korean market.  You might try contacting Pilot directly (depending on what country you're in.  The little I know about the Saturn I have is from contacting Pilot USA.

MYSTERY SOLVED!

Rather than navigate deepl and Pilot Japan's page, I had a go at asking Pilot USA, I think they forwarded it to an appropriate party, and here's their response:

Thanks for the information.  I don't know a lot about older Pilot models -- other than the one I mentioned before (the Korean made one), most of mine pretty modern models.

I think that 291 fits the Pilot date format. From a certain year onwards they stopped including the initial letter, so it's February 1991

 

And yes, it's a Pilot Celemo. It's very easily identifiable from the cap clip, which has this "sticker looking" black stripe (actually it's probably enamel or something more refined, since they don't peel but are often times not perfectly centered). I have the mechanical pencil version of the celemo.
