Mystery Item - pen sized

A friend gave me a box of mixed pen parts and this was included.  Does anyone know what it is?  Has a pocket clip.  Solid plastic item 5 inches long.  What looks like pushers on each end.  Thanks for any help identifying it.

Possibly a pipe tamper?

Reminiscent of the back end of a telescopic dip pen holder, used to extend the length of the holder.

I ruled out a pipe tamper with it being a solid piece of plastic.  Don't pipe tampers also have other tools on it to scrap out the bowl?

It might be a knife sharpness tester.  Are the two ends the same size and shape?

I don't understand how to use it?  Should you try to cut the plastic?  I just test a place on my fingernail or by cutting a single sheet of paper held up but the top edge.

No idea, but googling "how to use..." brings up videos and such.

Thanks for solving the Mystery.  They don't show up in the pictures I posted, but the body of the tester has what look like shallow cuts.
