Platinum 3776 UEF nib

I recently purchased a Platinum 3776 Century, with an ultra extra fine nib. From the first day I've had it, it has been extremely toothy and inconsistent when writing with the nib in a "normal" position (the position I use with all my other pens, with which I have no trouble). However if I rotate the nib slightly so that the right tine is elevated (as if it were an oblique?), it writes very smoothly and consistently. I examined it with a 40x loupe and found that the tine on the right (that is, if you are looking at the nib with its feed facing down) is slightly longer than the left tine (I examined it from the angle in Richard Binder's document and that discrepancy in tine length is still visible, though extremely hard to photograph). And on the underside of the nib, there appear to be deep scratches, which have been there from the first day. The nib is also not uniform in its shape on the outer edges, with the edges of the nib appearing jagged. I had initially thought the scratches and shape were just part and parcel of very fine nibs, but now I'm wondering if perhaps I've received a pen with a nib that is below what is the acceptable level of nib quality variance. I also wonder, if one tine is longer than the other, could that make the pen produce a line that is thicker than intended? The lines are very thin, but not as thin as I had hoped, and only just a touch thinner than the lines produced by a Sailor Pro Gear Slim Mini medium-fine nib (though I acknowledge, this maybe due to differences in wetness). I've attached the best photos I could take, unfortunately my camera isn't all that good. 

 

Also, are Platinum 3776 nibs ground by hand?

I should also mention, ink flow regularly skips and starts up again, using iroshizuku ink.
