Id This Mystery Pneumatic Filling Pen?

So I picked up this pen which looks like a pneumatic filling pen but it has no imprints I can find. Could this be a chilton pen made for a department store or something?

It looks close to the Chilton pens made in Long Island, but can't be sure.

It is a Chilton Gold Quill, Long Island, NY, 1939

It was common to find Chilton's with the owners name letters or as prizes for a contest or with the letters from a University as they were given as Awards...

I have a Chilton Wingflow with a symbol of the Chrysler car...
