Sheaffer Balance Vac Fill... Beyond Repair?

So I picked up a Sheaffer Balance Vac-fill In the wild on sunday for what I thought was a great price ($20.) However I am pretty concerned it is completely broken.
The threads that secured the blind cap onto the barrel were at some point in time snapped off I can only imagine when someone tried yanking it out without twisting as i found it still screwed into the blind cap.
Is there any way to reseal the threads back to the barrel, or anyway to get the packing unit out? Or worst case am I looking at spare parts now?
