its look like automatic pen but its not... it got this flat plate, and it doesnt seem to load it with paint.

Looks like the Pilot Parallel Pen 6.0 mm to me.

Yes a Pilot parallel. They have two plates (one on top and one on the bottom) that the ink feeds up between. They are a cartridge pen.
