This is one of those funny things Sheaffer would do. Your base dates to 1941/42. The base would stay in inventory until ready to be mated up with a socket and pen. With the later style label I believe yours came out of Sheaffer with a mid 1950's snorkel socket and pen, that is to say it is factory original as you have it though the pieces are a decade apart. Note that it is never the other way round, you should never have a later base with earlier sockets and pens. I like this for a snorkel as the earlier base had a nicer style than the ones from the 1950's.

With the Triumph nib shouldn't that snorkel filler tube be angled on the end? The base and pen might belong together, but isn't that the wrong snorkel tube for that pen?

A pen is a good deal like a rifle; much depends on the man behind it. Paraphrased from John Philip Souza

Yes, yes it is the wrong tube.
