Is this a Parker?

I was asked to ask you, what a kind (mark, year of produce) of pen is this piece, which is shown in pictures below.

I would be very grateful for any suggestions!

If I understood well, that "nope" means "no", I'd like to ask, what else could it be?

It is not a Parker. Arrow clips are not unique to Parker pens. This may or may not be an actual Parker clip, but the pen appears to be marked "Derby". Parker pens, unless the nib was exchanged, had nibs marked Parker.

i have or have seen quite a few of these parker lookalikes--italian, japanese, etc., and some like this one appear to be one-offs or obscure brands like this "derby" which i've never come across before. it's a good-looking pen, nonetheless. some of these wannabe parkers were worth getting on their own.

Quite a nice looking pen whatever it is. Reminds me a bit of a Vacumatic lookalkike I saw, stamped "National Safety Pen", in brown tortoishell. The only other notable difference was that the arrow tail on that one had no vanes, and the blind cap was black, but fitted perfectly so I assume was original.
