Is there a solid red/blue/green J-size made in England?

yes, but not in the colours you are referring to. The green was a completely different pea-green shade, and there was a brown  (NOS)that was not dissimilar to the brown on the Parker 51 Vac.

I can confirm, as I have these as well, I do not recall ever having seen the red and blue in the J size, only LJ and SJ. I'm out of town now, but if I can remember will post images when I get back later this week.

J was the standard size of the J series pens (their standard lever filler pens in the 1940s & 50s -- as compared to the earlier "Dollar" series of pens that have a different style clip).  LJ pens were the same length, but slimmer.  SJ pens were shorter (but I'd have to look to see if the girth on those were more like the J or LJ pens).   I mostly have J and S pens, myself, and think I only have a couple of LJs, a black one that has a 9284 Signature Stub nib on it, and a grey one with with a 9668 Firm Medium nib.  

Apparently there is a 4th size, the Purse pen, but I don't have any of those.

The SJ and LJ share a diameter.
