There's always a first time for anything.

 

Is it a slip cap with step to barrel.

 

There is an 0514 in the 1908 catalogue which is slip cap, straight cone, smooth up to the barrel body.

Sorry to insist as well (... ...) : the imprint might be "0314" on the body, but the cap might have been changed.

The "3" number on the hundred colone does indicate an half mounted pen (with only the overlay on the barrel).

 

 

Here is an extract of the 1908 Waterman catalog, page 16, with a clear example explaining what an "0324" model is :

I suppose the question now is, is the cap an 05 (Gold filled) or 5 (Solid Gold).

The secret life of the fountain pens; yes, the cap might have been changed, or the barrel might have been changed... or perhaps, since we do not know at what price they sold it, at that time they could have been short of stock 051X barrels and it came out like that from the factory or store. But yes, this particular barrel imprint paired with this overlay cap does not fit with the numerical structure known of cataloged models.
