What model is the base pen? If genuine, it would be a model that was in production in 1939. Can you post a picture of the nib and feed?

It appears to be a 136 or 139. A photo of the nib will help

Like Don Boyle as quoted by sbagley, I think it reads Germany because it is intended either for export sales or as an attaboy item for presentation to overseas sympathizers. The latter is more likey, because something with such a strong political bias has a restricted market, and the market for expensive pens was already narrow in comparison with the general FP market. An interesting pen to own... fery interestink.
