I highly doubt it originally came with a dip-less desk base though.

Never have found any indication of what a 'correct' base is for these.

It's a desk pen, you would want a base for the pen.  No reason that the original owner couldn't have bought the items individually and used them together.  No converter.  No cap, so it needs a base.
