Sheaffer Id Help - Flat Top With Ring On Barrel?

I found this barrel section and nib in a box of pen parts at a thrift shop. I think the parts belong to a Sheaffer flat top. However, what is with the little ring on the barrel right above the lever? The Imprint is W.A.SHEAFFER PEN Co PAT.AUG.25.08.FORT MADISON,IA.U.S.A. DEC.10.12-JAN.27-OCT.20-NOV.24-14. The nib is a Sheaffer 2-tone Lifetime. Here are a few photos.

Just a thought, but could it have been a desk pen at a bank? Something for customers to use that needed to be secured so they didn't walk off with the pen.

Barrel is from a desk pen--No threads.

Desk pen with the less usual chain connector. Often these were pens on Sheaffer advertising bases that would be at a pen dealers.
