Very Old Identifcation Help

I have a very early pencil that has a cover over it.  The only letters I can read on the cover is

“PKSON & POR C  OUS   WATE”  I am trying to identify this pencil. Please let me know if you can help.  Your answer would be greatly appreciated.

I purchased it in Prescott, AZ.  Any ideas as to how old and who might be the maker?  Thanks.
