I have a Sailor Profit 21 naginata Togi M-F Nib, the problem I am curious about the amount of feedback I am supposed to feel.  I am currently feeling a TON of feedback writing at a high angle and some feedback at a normal angle.  it almost feels like it stutters on sidestrokes.  Is there a nibmeister that would be recommended to look at getting it smoother? or is it normal for that amount of feedback for this Nib

Don't have experience with the Sailor specialty nibs, but Mike Masuyama is the right guy to go to to work on them. He used to be a Sailor nibmeister.

I would definitely second the Mike Masuyama recommendation. He is especially good with Japanese-made nibs.
