Look-Alike Parker Vacumatic?

So I purchased this item in a lot from a portuguese seller, it mostly had some European pens like English duofolds and this curious pen. Its around an OS vac in size - 5 1/3" in length and .53" in girth. It has the lockdown blind cap as well.

 

Here it is next to a duofold sr., a bit shorter but still the same girth.

However, what's concerning me is that it has a strange imprint as shown, and it's got two cap bands instead of the usual 3. And it's got a weird, striped pattern.

Here's what it says, and yes it is spelled "vaccum".

I welcome your thoughts on this pen.

 

And lastly, I've always wanted an OS vac. Even if this one isn't "legitimate", it feels right in the hand and as a user I just want to know if the parts would fit.

 

This pen is missing the lockdown filler and the nib/feed unit. If I were interested in getting the necessary parts to get it into working order, would someone with an OS vac be kind enough to give me the diameter of their blind cap - I just want to verify that it would fit.

Appears to have had a third band at some point because of the groove but is missing now. Most Vac copies are really not vacs but this one appears to have been an actual vac.
