Hi guys, I have a fairly new Safari with fine nib and Noodler's Hear of Darkness ink that keeps drying out or clogging up and skipping. Not sure if the fault is in the pen, ink or combination of two. Any advise would be appreciated. 

p.s. I have other various other pens filled with noodlers ink and they seem fine.

I've used Heart of Darkness in a Lamy Vista fine nib without any problems.

 

You said it is fairly new --- does the pen write well with the Lamy Blue ink cartridge that is included with the pen?  Flush the pen out well with water before inserting the Lamy cartridge.  If it still has problems with the Lamy cartridge, there may be an issue with the pen.

 

If the Lamy cartridge works well, I would try out the pen with a converter and some ink other than Heart of Darkness, just to make sure there isn't a problem with the pen/converter combo.

Yes, do give it a try.  Lamy tests their pens with their own blue ink, so if it doesn't work you know something is wrong.

 

I'm not a huge fan of their blue ink myself, but I have a blue cartridge in a brand new Pacific Al-Star.  The pen out of the box was giving me problems with ink starvation when used with the converter, so I switched to a blue cartridge and now it is working fine.   

 

A thorough flush with Pen Flush solution helped cure my pen's problems, it might do the same for you too. A couple manufacturers offer this product, here's some choices:
