Another Strange Eversharp Pencil

If you look at Eversharp pencils on eBay you probably saw this one. It was cheap so I couldn't resist. The reason I was interested is because it's similar to an Eversharp Propell-Repell Nickle pencil from the 1940s. The only difference is the black section of the pen. The black section spins around but has no other function that I can determine. Also, the pencil does not pull apart in order to put lead into it or use an eraser. You could speculate that an owner made the modification, but why bother with such a cheap pencil and what was the purpose?

 

If anyone has any words of wisdom regarding this pencil please let me know.
