Can someone please tell me what model pen this might be? It has some similarities to a Targa I own, but it's not a Targa. Is it a Crest maybe? When would it have been manufactured?

I have looked for images in searches but came up with nothing. I really appreciate any information I can get.

That's a very nice pen, and the color is not all that common.
