Welcome to FPN!

This does not look like any Sheaffer model I am familiar with.  It may be a Waterman but it is hard to tell.  A better picture of the clip and band would help.

Doesn't look familiar.  I first thought of Shearer Prelude, but the cap/clip/section do not look right for that model.  Does it say Shearer anywhere? Does it have the white dot?

My guess is it's not a sheaffer. And where's why...

1. Barrel looks like a prelude, cap holds some similarity with 100 from the side view of the Top ring. 

2. Both prelude & 100 are in production and do NOT have arrow clip & sport the white dot.

 

3. The grip section does not match any modern Sheaffer. (Shiney chrome like 100 or Intensity, but they are not grooved).

 

4. Coup de grace: That refill is not Sheaffer's.

Conclusion:  Chinese.
