Personally, I'm a fan of PR Midnight Blues. Almost a blue-black, but not quite.
Love all, trust a few, do wrong to none.

I'd recommend the Cult Pens Deep Dark blue; Diamine Denim; Diamine Midnight; J Herbin Bleu-Nuit and Pilot Blue-Black as I think that they are all dark blues, even the Pilot one. FPN Noodler's Van Gogh Starry Night is really dark as well but might be a little on the saturated side, as easy cleaning was something you mentioned.

How about Levenger Empyrean?

 

I love Noodler's Midnight Blue (it's the color I consider to be navy).

+1 for Private Reserve Midnight Blues

+2 for Visconti Blue <OooohLaLa>

 

An outlier to consider is Levenger Cobalt. I've only used it sparingly, and matched it with FP-friendly papers, so you may well want to gather more information on that one to see it it might be a contender.

Cobalt is fade proof and very pretty. Alas Cobalt and I are not on speaking terms right now.  (My bottle is really old which may be why it wants to clog.)

Visconti is beautiful but it fades.  (I mix it with Polar Blue for a more permanent ink).

I'm another user of Diamine Midnight. A deep blue, and I've never had trouble flushing it out of pens.

UPDATE: Just went out today and bought myself PR American Blue (now in my Lamy Safari), Waterman Florida Blue (I think I'm putting this in my newly arrived Sheaffer Snorkel before I use a more difficult to handle ink), Noodler's Apache Sunset (now in my Kaweco Sport classic), Noodler's Old Manhattan Black & Ellis Island Blue Black, and Sheaffer Red. My Sheaffer 440 already has Visconti Blue in it from yesterday... Hmm... What to put in my Esterbrook J :D 

I think I may have to get another ink or two off of GouletPens before I throttle back on my spending. This should be more than enough ink for the rest of the school year...

Akkerman Shocking Blue is really nice. I really enjoyed the bottle of Levenger Cobalt Blue I had. But it may have changed since I originally used it. It was a long time ago.
