I have a 1930s Sheaffer Balance that leaks from the breather hole on the nib. During use the ink will virtually cover the nib. This pen was supposedly restored. Any ideas?

Sounds like the ink sac has a small hole or was not sealed to the nipple properly. I can't think of any other way that you would be getting that much flow.
