No. I am amazed this needs to be explained to europeans as it has been debated for well over two hundred years in their separate nation states. Every european country that I am aware of has the same policy.
1. discourage the internal consumption of personal goods,
2. discourage the import of personal goods,
3. encourage the export of internally value added goods.
I think you are sweeping under the carpet some fundamental cultural differences also.
General rule :
In Europe : necessities cheaper than in North America.
In North America : luxuries cheaper than in Europe.
West of the big swimming pool :
- people need to buy necessities, so why not charge the life out of them;
- non-essential luxuries can reach a much wider market thanks to credit/loan addictions.
East of the water feature :
- if necessities go too high, people are in the streets and a government days are counted;
- luxuries are paid usually paid cash and getting a loan for non-essentials that you could not afford otherwise is considered either bad taste or lack of neurons.
Thus different price policies...
But thanks to the global market, I'm hopeful that Europe will soon be as addicted to shopping as the America.
