OK, I'm looking at this Skyline and under the the derby, on the front, the clip is separated from the ring.

Did it leave the factory this way?

Probably not. The little wings should rest firmly on the gold ring. 2 things to check out:
Look inside the clip. There should be a steel sub or inner clip that sits inside the gold filled outer clip and inside the gold ring. This steel inner clip has a circle on its base that sits between the derby and the cap barrel top. The steel circle of the inner clip is held fast between the cap barrel sleeve and the derby when the derby is screwed down. It is this inner hidden clip that actually provides the rigidity to the whole pocket clip assembly. If the inner steel clip is missing then that needs to be replaced.
The little "wings" of the outer gold filled pocket clip that you are asking about merely abut the gold cap ring. They do not attach in any way to it. If they get bent outward as it appears yours do, they need to be pressed back into alignment (with the clip off of the pen, otherwise you can approach contact but never actually achieve it.)

Funny, I've got that exact same pen - except for the innards. Mine is a Frankenpen, with a "Warranted 14k" nib and a clear styrene plastic feed. I use this pen for that battery acid Iron Gall stuff, as its innards are unimportant. Besides, it's Warranted!
