If one had a Townsend RB and wanted it to be a FP, would a simple change of section (and possibly remove a spring inside the barrel) do the trick?

That should probably do the trick... I did the same with a Cross Century II RB.
Here's a topic on people doing it with Cross Solo pens, and if you read far enough, you'll find ways to get rid of the spring:
