No, that wouldn't make sense, IMO. I assume you are worried about the cartridges drying out. I think that if water escapes from the cartridges, it can just as easily get into them too, and vice versa. You would end up with one big basin of diluted ink that way, due to Brownian motion in that case.

If you keep the cartridges in a cool place they should be OK. 3-4 years is not a very long period of time for drying to occur, unless they are exposed to high temperature and dry environment. Putting them in a sealable container, as Wimg suggested, helps. It will definitely slow down drying.
PS> One correction - if you put the cartridges in water, the color (soluble dyes) will not come out of the cartridge - the corresponding molecules are too large to diffuse out of the cartridge compared to water.
