If it is very scratchy, it is very likely misalignement of the tines. Just check, with a loupe if you have one, if the tines are sitting perfectly next to each other. If not, you have to try the "twanging technique "

I mean flicking the tine that sits too high, down a little, with a fingernail. Check again, and do this until it is aligned. If you flick it too low, just flick it up again.
If the tines are aligned, the nib may not be finished properly, or damaged. But we can talk about that later. Misalignment is the first thing to check.
Just check, if you will, before twanging, if it scratches only in one direction, or in more than one, by making some line movements in a single direction (first left, then right, up, down, diagonal top left, etc., you get the gist). Often when the nib is out of alignment, it only feels scratchy in one general direction.
