Sailor online store does not deliver overseas. Probably you have to use the professional services that receives shipments in Japan and send it out to overseas.
The store is a part of a large online "mall" called Rakuten. One would register billing info with Rakuten and you buy it through Rakuten. I used to be able to order things through Rakuten and dome stores even shipped directly to the U.S. But they recently changed their policy and now they only accept credit cards issued in Japan
It is impossible to get CC issued in Japan unless one lives there.
