I try but all I end up with are smears smudges and blops?

Good blotting paper should suck up the ink on contact -- so fast that it doesn't smear. Which blotting paper do you have? Are you blotting really big drops of wet ink?

I'm actually using vintage blotters that I've found.
I read Richard's info. As always very good stuff.
I think I need to pick up a rocker blotter at the DC Show.
Is the paper readily available for them?

Using blotting-paper 'freehand' is a pain for me. Get a rocker-blotter. You paper up the blotter, then rock it firmly (BUT NOT FAST) over the writing. The paper should absorb the ink as it comes in contact with it. If you blot something too fast, you'll do nothing but smear ink everywhere.
