I am looking for recipes using either Glacier Blue or Ottoman Azure.

Glacier blue feathers too much on it's own,
and Ottoman Azure is not water resistant at all.

I did the obvious and mixed these at 2x OA and 1x GB and it looks and behaves ok, but does anyone have any other suggestions?
I'll post some scans when I get a bit more time.
Does anyone have any suggestions, using either inks I already have, or other brands/colors that work well.

I am hoping for a brighter more vibrant blue, that doesn't feather much, and is still water resistant.

Visconti Brown
Penman emerald
Conway stewart blue
Conway stewart green
Conway stewart Violet
Pelikan 4001 black

hearts of darkness black
glacier blue
ottoman azure
sailor Gentle red brown

This is a tall order. I use similar mixes, but I prefer to use Namiki Blue as the waterproof component rather than any of the Noodler's waterproof blues. Still, Namiki Blue has a slight chalkiness, although less than the Nooder's. You might try mixing 3 parts of one of the inks you like (say, Ottoman Azure) with 1 part Namiki Blue. I've done this with Private Reserve Lake Placid Blue and Diamine Sapphire Blue, and the results are pretty good, but still not quite as vibrant as the ink without Namiki Blue.
