what is this ?

I've never seen any reference to a cap of that type. The listing also says "It has a refill in it which reads Parker 51 . " I haven't asked the seller to clarify, but I think it's an aerometric type and the seller has the wrong date.

Lots of bids on it though.

Looks like some custom job. Whatever it is, it ain't original according to Parker51.com, that's for sure.

And that kind of ornate filigree looks just ridiculous next to the clean lines of a P51, sez me.
