Noodler's Ottoman Azure is an excellent color for me. If nothing else, it's kind of fun to watch it change from a blue to a teal-tinged blue within a matter of seconds after hitting the paper. Unlike your experience, though, I don't find it to be a dry ink at all, at least not in the pens I've had it in so far.
