This appears to be a Skripsert Deluxe from c. 1960.

It looks to me like a Sheaffer Stylist, second generation. The original Stylist (1966-1968) had a two-sided reversible nib like the Parker 180 (but Sheaffer had it first!). However, it was prone to leaking and was only made for a couple of years. The Stylist line was resumed in the 70s and continued into the 90s, but this time with a short Triumph nib instead of the problematic double-sided nib of the original model. I can't date your pen closer than the broad range of 1970s to 1990s.

Both versions were cartridge/converter filled.
