I got today a pen I purchased from ebay which looks great however the level filler did not open.
I managed to open the pen and found the sac with dry ink. I need to replace the sac. As a new comer to repairing pens I need some help on where i can get a sac.

Your pen is an Esterbrook Dollar pen. It should take a #18 sac since there will be no sac tray. Cut the sac about 2 inches long. If your pen has a sac tray (which it shouldn't) or a small nipple on the section then use a #16. You can tell if you have a small nipple if the #18 sac slides on and off easily.

For supplies of all sorts try Tryphon or Wood Bin. Make sure you get some talc and shellac when you order the sacs. If you are going to do lots of repairs, order a few J-bars as well.
