I just got a pen I bought from ebay and unfortunately it is impossible to open the level filler.
I would appreciate any suggestions what to do.

Great news... I managed to open the pen and found the sac to be completely dry... this is why i could not open the level filler.
Question: where do i get a replacement sac?

Hi Oren,
Tryphon industries sells replacement sacs and shellac (which you'll need to attach the sac to the section). They're inexpensive. According to my extremely limited knowledge this is the easiest possible pen repair you can do, so you should have your Esterbrook writing in no time.

Whenever you find a stuck lever, it is a good idea to check the sac first. Sometimes you can damage the lever or J bar by forcing it when the sac is petrified.

I have also bought from Pensacs as another option. Both Pensacs and Tryphon are reliable sources.
