Hi fellows, i'm from Chile and my English is not good. Well, i'm sorry in advanced for my future errors.
My question is realy basic.
When i must use Ball-point pen and when i must use Selectip pen? there is any criterion for this matter?

Only your preference! Although a ballpoint might write on more surfaces without bleeding or feathering than a selectip,

A selectip can accept ballpoint, rollerball, or document marker refills.

And the Select-tip used to use fibre-tipped refils too with fine and broad points - fine was 'medium' and broad was very broad.
Does anyone know if refils other than Cross might fit the Cross Select-tip pens? I am not a fan of their rollerballs though otherwise like Cross products.
