Ebay will allow you to request the seller's contact info (mailing address and phone number). When you do, it will send them an email telling them that Ebay has provided you with such, and that email will also give him your info (since he's shipping you an item, he already has that....no skin off your back).
I normally request the info when a seller (or buyer) doesn't communicate, and 9 times out of 10, that will promt a non-responsive seller/buyer into replying. If that hasn't prompted a reply in one or two days, I start calling. If the phone number is bad (out of service, etc.) notify Ebay immediately. That will get them working for you (the only Ebay help you'll get, in this case).
Not to be alarmist, but do keep an eye on your transaction date and make sure you don't let your credit card issuer's claim period expire. Your transaction is below Ebay's cutoff amount, so there is no "buyer protection" for this auction. Your only recourse is your credit card company or legal action.
