Hi,
I got my first Parker 51 a month ago. I took the pen to my pen store to fit an ink and decided on a nice ruby "parker" ink.
Three weeks later I sow some weird looking ooze on the distal end of the pen (the plastic near the nib) as I wiped it out I noticed that it was blue ink. Sine I never inked my pen in blue and regarding the fact that it came from abroad (and it took several weeks to arrive) this was VERY unusual. I traced the ink to the inner side of the cap. Is that normal?
Any explanation?

The blue is probably old, dried ink that has become reconstituted by the new ink. Probably the pen was not cleaned thoroughly before you bought it. You could send it off to a pen restorer to be cleaned and adjusted.

It's dried blue ink. That's all there is to it. Flush the pen. Empty it COMPLETELY. Refill and flush repeatedly with cold water until the water runs clear. Once that's done, dry the pen and refill with the ink of your choice. Now it should work properly

The pen COULD be haunted.
Or, as the others have suggested, it's gunked up ink that dried in the pen. Even the staunchest reds will go blue if enough residue is in there.

Yep it is amazing how little an amount of dark ink can change the color when mixed with a lighter colored one.

Take your pen to the movies, the museum, Get it a play date with a sweet little Waterman or Conway Stewart..It is just feeling blue and needs cheering up!

First I want to thank you all for your replies.
I must have explained my self wrong. The pen wrote in ruby red since the beginning and up to now. The blue ink came from the cap but only after tow weeks of use.
I really enjoyed the posts particularly hardybs.

Flush out the cap with tap water and dry with a paper towel rolled into a point. This will dissolve the old ink in the inner cap and cure the problem. You may need to let it soak a while to get all the ink dissolved, it tends to pile up in there once there is some stuck.
