They are very similar but Diamine is slightly more turquoise, IMHO. I haven't tried Diamine Florida Blue yet, though. Diamine Tropical Blue was an LE, and new Florida Blue is supposed to be the same color as Diamine Tropical Blue.

I see the same difference between the two as Taki stated (diamine more turquoise.) The PR version is "plain old blue" enough that I won't replace it when it is used up (nice enough color, but nothing special.) The Diamine is really nice.
