I would say so and if the pen is in half way decent shape definitely worth the money being asked..
I have 3 of them...two early one will all aluminum filler units and clear feeds and one with a black feed with plastic end threads and just the button being aluminum.
On the early ones, the complete filler unit can be removed using a vacumatic tool... on the later ones, you just remove the button like any other button filler...
All three of mine have xf/f nibs... I have yet to find one with a broader nib... All three are sweet writers...

One thing to remember, the plastic on these pens is soft and prone to scratches... they can be buffed out, but you have to do it by hand... even think about power buffing and the material will burn and be ruined...

i've been looking at picking up a vs. this one is in the box and the seller says it looks unused. we'll see. i figure for $19, plus $6 shipping, i can take a flyer.

they listed it on ebay as "parker pen". my dream is to get a vac imperial in the same fashion.

yes, it looks like a parker vs. I have a 1947 model..... excellent xf writer. got it for around $40.
