I just had a Parker 21 completely restored. It belonged to my mother. I have been using it at work and frequently find that the section is wet with ink. I dont know if you call it nib creep but it is creeping down to about an inch of the section, making it a mess to write if I dont look out for it.
I tried Waterman Florida Blue and Noodler's Navajo Blue and had the same problem. Please advice. Thanks.

First suggestion - assuming you had it restored by a good person and are confident about the workmanship - TRY THIS FIRST -
After filling, drip three drops of ink from the pen. Hold under the tap and run water to remove excess ink. Then re-wipe everything and write normally. See if that solves it.
Could just be too much ink in the feed/collector assembly from the filling.

I would to further -- on the last press on the filler bar, hold it down, remove from ink, then release. You will lose some ink capacity, but even so with a fine nib you should get 20 pages of text.
Also, check for a cracked hood, they can crack at any time. A loose or unsealed hood will cause ink to drip, so will a bad sac which might have been missed.
And this time of year, with large temperature swings, a Mk I will cough up ink blots once in a while, a real pain. Are you carrying it nib up between uses? Lying flat, a temp or air pressure change will cause ink to come out of the nib sometimes.
Also, check to make sure the vent hole in the bottom of the barrel is clear. If not, hand warmth will cause it to blob.

Thank you for all the input and suggestions.
I tried refilling the sac and drop a couple of inks off it. I have not experienced any creep since then. However, I am using a new ink, FPH Bank Note Green. Now this inks seen to give my pen a very very difficult start and it stains the nib so bad.
Will try some other ink and keep you posted. Thanks again.

After 2 fillings with another 2 different inks, I have not had any more ink creeping into the section. Your recommendations worked. Thanks.
