Chinese manufacturer I think and not a particularly expensive pen. I seem to recall that pens from the crocodile range were available on the isellpens site

I recently got the Crocodile 228 from Todd at isellpens. Overall, I have been very pleased with it. It really is smooth... not quite as fine as I would like, but it makes up for it in smoothness.
