You may manage to find a Sheaffer Targa at that price point.

If you're willing to go a bit higher and will accept chrome plating over brass (this is my assumption on the construction --- please correct if I'm off), Sheaffer has introduced a new finish for their Agio, chrome/nickel:

Parker Frontier comes to mind. If You shop around You can get one for $20.

Used Parker 45 Flighter might come close.

Hero 100 Flighter can be had for under $30, although price might go over, depending upon shipping. Hero 200 is also available as a flighter, and is less expensive than the 100, should be good. I have a 100 Flighter and love it. Don't have a 200 though.

A friend of mine has a parker frontier and loves it. I believe he got it for around $24.00 (including s/h)
