The pen is a black chased hard rubber Swan. The section is filled with ink crud, I'd like to soak it to clean it out well.
Q: Can I soak the section and nib for a couple of hours in cold water without discoloring it?

Well, I have seen BHR that had no problem with a quick cold water rinsing and other BHR where a single drop changed the color to olive in a second.
So you are risking it if you just rinse it. Why don't you follow the proven way. Knock the feed/feed off and clean them separately.
Clean the inside of the section with a q-tip, and that is it. Make sure that you mark the orientation of the feed with respect to the section just in case that there is a "permanent" deformation of the inner surface of the section.
