Yes, it's a Nostalgia.
The 14K models are more rare compared to the (I believe) later Vermeille (gold plating over sterling silver) models.
I always thought early models (14K, Vermeille or Sterling Silver) had single colored nibs (as shown in catalogues) and only the later models (Vermeille or Sterling Silver) had two tone nibs. I'm Not saying yours isn't a 14K just telling what I've seen in catalogues so far :-)

...the fountain pens accept the older style push button converters! So yours might/must be a ballpoint with a fountain pen section. The fun part about most Sheaffer pens (Connaisseur, Nostaliga, Heritage, Crest, Targa, Balance II, ...) is that you can easily exchange the rollerball or ballpoint (the Nostalgia ballpoint was offered as a capped model similar to roller balls) section for a matching fountain pen section. I did this on the Nostalgia's brother model "Heritage" and on some Crest pens so far. To me this is no problem as barrel and cap are externally identical on FP and RB models.
The metal insert prevents the ballpoint or rollerball refill to move around in the barrel and gets in the way of the converter on some models (but can be removed on some models as well).
Great pens which don't turn up as often in the Vermeill or 14K version!
