Hi - I have been trying to clean a pen converter - the sac type - it is solid - not much moveth with water - I wonder if this is water proof ink - will I have same problem with more water proof ink? Thanks badrsj

Most likely it is just a petrified sac. Rubber gets solid and looses all flexibility with oxidation and time. Get a new converter and rinse well the section.

If this is really a converter (that is, a temporary ink chamber that is meant to be easily removable), then try to get a new one to fit your pen.

To stay true to the title: Waterproof ink is no harder to clean out than any other ink, but it may take longer. Dried ink will come out if soaked long enough.
I agree with the others that your converter's sac has hardened. And an ink sac that has hardened needs to be replaced.

It depends whether India ink was used by mistake by a previous owner. If it was, it will not come out by soaking, and the pen may now be seriously damaged.
