Mill: Wausau paper
Line: Professional Series Royal Content
Brightness: 92
Weight: 24lb or 90g/m2
Details: 25% Cotton, watermarked, smooth finish, acid free
Price: $5.99/100 sheets at OfficeMax
Results:
1) Bleeds through very badly, even with nibs that aren't wet.
2) Paper is one-sided: if you use the back, it will feather like you can't begin to imagine!
Bottom line:
Don't waste your money!

It's remarkable how papers with same cotton content and weight
differ so greatly when it comes to FP writing. The sizing is critical.
Thanks for the review.

I picked up some of the Wausau Executive 28lb 100% cotton at Target for about $6.00 (might have been $8.00 - I don't recall) for 100 sheets and it has worked reasonably well - no bleed through, no feathering.

I have the ivory 24lb 25% cotton and it does not feather or bleed through at all. It will actually absorb so much ink that my pens write with a finer line on this paper.
The one flaw that I have found is that the paper is very rough. It was hard to get used to the extra drag on my pen.

I tried one that wolfmonk mentioned and did not like it.
It is not that bad in terms of bleeding through, only when pen is really juicy writing and free flowing inks like Diamines. As for feathering, I would not say it feather in traditional way (lines look thorny) but it writes significantly fat. The surface is very textured, but not that bad for writing with fine or fatter nibs.
My verdict: I would not bother using this paper especially at a premium price.
I would prefer VIA 25% Cotton, Light Cockle finish (I believe it was acquired by Mohawk recently). It has a good surface texture, but not that heavy as Wausau, and for me it works surprisely well even with XF nibs. It does not feather or bleed trough even for “nastiest” inks and heavy flowing pens. All inks dry instantly on it, but there is not dry or sticky feel when writing on it. Somehow it makes all inks look more saturated and bold and does not make lines fatter.
Only one potential drawback, it suppresses ink shadowing for those who enjoy it. That paper has watermarks

and feels light and plesant in hands. Unfortunately, I did not see widely available in stores like Staples or Office Depot, but it can be ordered from paper.com. I visited one of my local paper supply dealer and they had sample packs of that paper for free. I tried it and liked so went ahead and ordered a ream. BTW it is noticeably cheaper that another favorites like Classic Crest and Mohawk Superfine. Give it a try, you may like it as I do.
Oops, originally I was intended just to mention another favorite, but it turned to almost whole review.
