I've got a Legacy I, and everytime I fill the pen, a little ring of ink collects at the inner cap, which messes up the section as well... Its a really great writer, so its really annoying that I have to constantly wipe up the section before using.

Is this normal? Any of you guys managed to overcome this?

Only right after filling? Maybe there's some place that needs the ink soaked up with a tissue before you cap the pen.
Also, make sure the inside of your cap is clean, by using a slightly slightly damp tissue to clean it out, and then a dry one afterwards. If you get it really wet in there, it's very hard to get it dry, and you'll hate that - so only slightly slightly damp for cleaning.
